7 dead, 28 missing as hotel in China virus fight collapses

BEIJING -- At least seven people were killed in the collapse of Chinese hotel that was being used to isolate people who had arrived from other parts of China hit hard by the coronavirus outbreak, authorities said Sunday.
The sudden collapse of the building in the southeastern city of Quanzhou on Saturday evening trapped 71 people, China's Ministry of Emergency Management said.
Authorities in Quanzhou said that 36 had been rescued and 28 were still missing. Most of the rescued were taken to hospitals for treatment, some with serious injuries
The cause of the collapse was under investigation, and the owner of the building was put under police control, the official Xinhua News Agency said.
Two supermarkets on the first floor of the seven-story building were undergoing remodeling, and a pillar reportedly deformed a few minutes before the collapse, Xinhua said, quoting a housing and development official.
Built in 2013, the building was later converted to a 66-room hotel that opened in June 2018, Quanzhou authorities said. The coastal city is in Fujian province, across the Taiwan Strait from the island of Taiwan.
The city said that 58 people from epidemic-hit areas were staying at the Xinjia Hotel for medical observation. All had tested negative for the virus. Most Chinese cities are isolating people coming from Hubei province, where the disease is most widespread, for 14 days.
Hotel workers and employees of an auto shop in the building were also inside at the time of the collapse.
More than 1,000 firefighters and seven rescue dogs were dispatched to the site, according to the Ministry of Emergency Management. News photos showed rescue workers with lights bringing out people, some bloodied by the collapse. Rubble could be seen on cars in front of the building.
China, where the new virus first emerged in December, has confirmed more than 80,000 cases, about 75 percent of the global total. More than 3,000 people have died in China. Most of the cases have been in Wuhan, an inland city in Hubei province about 670 kilometers (475 miles) northwest of Quanzhou.

About 30 people remained trapped early on Sunday after a five-storey hotel being used for coronavirus quarantine collapsed in the southeast Chinese port city of Quanzhou, state media said.
About four hours after the collapse, the Quanzhou municipality said 38 of the 70 or so people who had been in the Quanzhou Xinjia Hotel had been rescued.
A video stream posted by the government-backed Beijing News site showed rescue workers in orange overalls clambering over rubble and twisted steelwork carrying people towards ambulances.
The hotel collapsed at about 7:30 p.m. (1130 GMT) on Saturday evening.
"I was at a gas station and heard a loud noise. I looked up and the whole building collapsed. Dust was everywhere, and glass fragments were flying around," a witness said in a video posted on the Miaopai streaming app.
"I was so terrified that my hands and legs were shivering."
A woman named only by her surname, Chen, told the Beijing News website that relatives including her sister had been under quarantine at the hotel as prescribed by local regulations after returning from Hubei province, where the coronavirus emerged.
She said they had been scheduled to leave soon after completing their 14 days of isolation.
"I can't contact them, they're not answering their phones, she said.
"I'm under quarantine too (at another hotel) and I'm very worried, I don't know what to do. They were healthy, they took their temperatures every day, and the tests showed that everything was normal."
The municipality said 36 emergency rescue vehicles such as cranes and excavators, 67 firefighting vehicles, 15 ambulances, and more than 700 firefighters, medical and other rescue workers were at the scene as the operation stretched into the night.
Quanzhou is a port city on the Taiwan Strait in the province of Fujian with a population of more than 8 million.
The official People's Daily said the hotel had opened in June 2018 with 80 rooms.
Beijing News' video stream was viewed by more than 2 million Weibo users on Saturday evening, and the hotel's collapse was the top trending topic on the Weibo site, China's close equivalent to Twitter.
Some users demanded a investigation into how the hotel could have collapsed.
Anger has been building up against the authorities in China over their early handling of the coronavirus outbreak, which has killed more than 3,300 people globally, most of them in China.
The Fujian provincial government said that as of Friday, the province had 296 cases of coronavirus and 10,819 people had been placed under observation after being classified as suspected close contacts.
The official Xinhua News Agency said the committee responsible for working safety under the State Council, China's cabinet, had sent an emergency working team to the site.

Roberto Martinez Says Eden Hazard Will Play for Real Madrid Again Before Belgium

Hazard will undergo surgery on the injury in Dallas on Thursday, and Martinez said he is "very calm and very positive" ahead of the procedure.
HLN's Kristof Terreur gave further insight into Real's decision to send him to the U.S. for an operation:
The 29-year-old suffered the injury in Madrid's 1-0 defeat to Levante on February 22.
He had only just returned on February 16 from an ankle fracture he suffered in November, which kept him out for 16 games.
The Belgian was virtually always healthy during his time at Chelsea:
In total, he has made just 15 appearances in his debut season for Real Madrid. In that time, he has scored once and assisted five goals.
Reflecting on Real's 2-1 defeat at home to Manchester City in the first leg of their UEFA Champions League last-16 tie, Spanish football commentator Eduardo Alvarez noted their struggles in the final third in Hazard's absence:
If he's to feature again for Real in La Liga this season, he'll need to return before their final fixture on May 24. The Champions League final is on May 30, but making it there doesn't look likely after their clash with City.
As for Belgium, only Jan Vertonghen has more caps than Hazard's 106 and only Romelu Lukaku has more than his 32 goals.

Four arrests over 10 migrants found in lorry in Belgium

Four men have been arrested in a people smuggling investigation after 10 people, mostly under-18s, were found in the back of a lorry in Belgium.
The lorry was searched by the Belgian authorities near Ghent on Thursday after they received information from the UK's National Crime Agency (NCA).
The lorry driver, a 64-year-old man from Glasgow in Scotland, was arrested.
Two Irishmen were later arrested in Dover, England, and a fourth man was detained in Northern Ireland.
The UK arrests were made by the NCA and searches have also been carried out at properties in Kent and in Cushendall, County Antrim.
Two suspected firearms were seized at an address in Kent.
The Irish nationals arrested in Dover are aged 39 and 48.
The man arrested in Northern Ireland is 30 years old and was detained after presenting himself to Antrim police station following contact between the NCA and his lawyers.
All three are being questioned by NCA investigators on suspicion of facilitating illegal immigration.
The lorry was carrying tyres when it was stopped and searched.
The people discovered in the back of the vehicle are thought to be from south east Asia.
Two of them are adults and eight are juveniles, according to the NCA.
Its regional head of investigation, Gerry McLean, said they had been put at great risk.
"Our close working with our Belgian partners in this instance has led to the safeguarding of a number of migrants who had been put in a very dangerous situation, and we are grateful for their support," he said.
"We have seen only recently in Essex the tragic consequences which these types of attempts can have."
Mr McLean was referring to the deaths of 39 Vietnamese migrants whose bodies were found in a lorry in Essex in October.
Belgian prosecutor Frank Demeester added: "This kind of human smuggling is very dangerous, and the operation proves once more that international cooperation works in the fight against this type of organised crime."

Germany tweets to deter Syrian refugees, fearing 'repeat of 2015'

The German government – anxious about the political consequences of a “repeat of 2015” – is tolerating Greece’s decision to suspend asylum claims at its borders and has launched a social media campaign to deter Syrian refugees from embarking on a journey to central Europe.
About 12,500 people are estimated to be waiting on the Turkish side of the Greek border after the Turkish president, Recep Tayyip Erdoğan, said on Saturday he would open his country’s borders for refugees fleeing the nine-year war in Syria to cross into Europe.
Thousands of protesters gathered outside Angela Merkel’s chancellory in Berlin on Tuesday night, calling on her to advocate opening the EU’s borders, but her government has declined to publicly criticise the Greek government for suspending asylum claims for one month.
“We don’t want a repeat of the year 2015”, said Horst Seehofer, the conservative interior minister in Merkel’s cabinet, referring to the arrival of approximately 1 million asylum seekers in Germany after the country decided not to close its borders five years ago.
The situation on the EU’s outer borders escalated further on Wednesday morning, with reports of Greek authorities firing teargas and stun grenades to repulse a push by migrants to cross its land border from Turkey.
In 2015, social media played a crucial role in drawing many refugees to Germany, after an ambiguously worded tweet from the federal agency for migration and refugees led many Syrians to believe the country was no longer enforcing the Dublin process for handling applications.
Tweets sent by the German interior ministry in Arabic, Farsi, English and German on Tuesday night looked designed to suppress similar pull-effects this time around.
“We need orderly conditions at the EU’s external border,” the tweets read. “We will use our best efforts to support Greece in achieving this. Europe’s borders are not open for #refugees from #Turkey, and neither are our German borders.”
A German government spokesperson said on Wednesday that the country would not seek a unilateral solution to the dramatic situation on Greece’s border: “We are looking for a European situation, Germany cannot do it alone,” said Ulrike Demmer.
Seehofer said his government was, however, open to joining a “coalition of the willing” that would take in about 5,000 minors from Greek migrant camps.
Turkish authorities said one person was killed and five wounded in clashes near the border village of Kastanies on Wednesday – an assertion the Greek government strongly rejected.
“I deny it categorically,” said Stelios Petsas, a Greek government spokesman. “Turkey fabricates and channels fake news against our country.”
Under the conditions of a €6bn deal struck between the EU and Turkey in 2016, both sides said they would work together to stop migrants from crossing over into the EU.
While the EU has allocated the promised funds, Turkey says the money is inadequate and claims to have already spent more than $30bn helping 3.6 million Syrian refugees living in its territory.
Gerald Knaus, the chairman of the European Stability Initiative thinktank, who is seen as the initial architect of the EU-Turkey deal, called for a new pact with Turkey in order to avoid a new refugee crisis.
Knaus criticised the EU’s reaction to the crisis on the Greek-Turkish border. “We are witnessing a watershed in international asylum policy,” he told the German newspaper Die Welt.
“What the EU is currently doing is Donald Trump’s biggest dream: to abolish the right to asylum and militarise the border. If this approach becomes the norm in Europe, then 2020 will be the year in which the Geneva refugee convention dies.”

Germany pledges €100 million in aid for Idlib conflict

However, Berlin has attached strict conditions to the additional funds for the UN. Germany's foreign minister said it was up to Turkey and Russia to fulfill the requirements.

Foreign Minister Heiko Maas said Germany would offer the United Nations the additional funding as he embarked for a meeting with his European Union counterparts in Zagreb, Croatia. He said humanitarian organizations must "continue to be given cross-border access to people in need".
However, the foreigner minister emphasized: "There are clear preconditions for this: Humanitarian access and the protection of aid workers and the population must be guaranteed. He added, "What we need now is an immediate ceasefire and the provision of supplies for the one million internally displaced persons."

'Humanitarian catastrophe' Maas urged Turkey and Russia to establish such preconditions and called on Moscow "to exert pressure on the Assad regime to finally stop the attacks on hospitals and schools."
Russia-backed Syrian regime forces are battling in the north of the country to reclaim Iblib.
Turkish President Recep Tayyip Erdogan and Russian President Vladimir Putin are scheduled to meet in a separate meeting in Moscow on Thursday to discuss the escalation of violence in Idlib province amid the monthslong Russian-backed Syrian government offensive there.
"The scale of the humanitarian catastrophe in Idlib is dramatic," Maas said.

Germany underestimated far-right terror for 'too long'

The threat of far-right terror in Germany has not been taken seriously, the head of Germany's parliament told lawmakers in the wake of the Hanau attacks. Wolfgang Schäuble said the violence did not occur in a vacuum.

The country must do more to smash far-right networks, while also addressing the problem of Islamophobia in society, Wolfgang Schäuble told Germany's lower legislature.

Schäuble, addressing a parliamentary debate on the Hanau attacks, called for "sincerity from the state, which must admit to having underestimated the extreme right-wing danger for too long."
"The decisive answer to this must be to uncover radical networks with all constitutional means and to smash right-wing extremist associations," said Schäuble, adding that the state must "finally get better at consistently enforcing the law".
The perpetrator of the Hanau attack killed nine people with foreign roots at both a cafe and a shisha bar in the city. Authorities judged the murders to have been racially-motivated.

Schäuble said that such crimes "do not happen in a vacuum" but in a "poisoned social climate in which resentment towards 'otherness' — and the most absurd conspiracy theories — are stoked."
Minorities had been demonized to such an extent, Schäuble said, that hate campaigns — and even murder — were accompanied by "perverse applause on social networks."

He also addressed the topic of Islamophobia. "Nothing justifies belittling, denigrating, persecuting, attacking people because of their origin or belief," said Schäuble, while adding that people's concern about immigration and social change needed to be taken seriously.
The killing spree in Hanau — near the city of Frankfurt — ended when the 43-year-old German gunman returned home, killing his mother before turning the pistol on himself. Thousands joined protests against far-right violence in the wake of the attacks, with many accusing the far-right Alternative for Germany, which holds 91 of 709 seats in Germany's lower house, of having fueled resentment.
A memorial service for the victims was held on Wednesday, attended by German Chancellor Angela Merkel and President Frank-Walter Steinmeier.

With North Korea border shut, China warns citizens to keep away, or else

SINGAPORE/SEOUL (Reuters) - Chinese authorities have told people to stay away from the border with North Korea, which has banned people from China to keep out the coronavirus, or risk being shot by North Korean guards, residents of the area said.

Residents said the warning came in a printed notice that Chinese authorities in the area issued this week, the latest indication of how seriously North Korea takes the threat of the virus.
Close allies China and North Korea share a 1,400-km (880-mile) frontier that is especially porous in winter, when rivers separating the countries freeze, allowing people to cross.
Residents of the Chinese cities of Jian and Baishan were warned that people who get too close to the border might be shot, according to three people who received the notice, which was reviewed by Reuters.
“We’re told that we may get killed if we get too close to the border area,” said one restaurant owner in Jian, which is separated from North Korea by the Yalu River, declining to be identified given the sensitivity of the matter.
Residents are prohibited from fishing, grazing livestock or throwing rubbish near the river, according to the notice issued this week.
North Korea asked China to tighten border controls to avoid its citizens getting shot and killed as North Korea had raised its coronavirus threat assessment to its highest level, it said.
“The public security organs will monitor the border 24 hours a day and anyone found will face administrative detention” by Chinese police, authorities said in the notice, which was seen by Reuters.
“Violators will be shot,” it said, meaning by North Korean guards.
A Jian propaganda official, who declined to be identified, confirmed by telephone that the city’s border control office issued a similar warning in a text message.
“During the epidemic prevention period, any activities including fishing on the Yalu River or shouting to North Koreans across the river are strictly prohibited,” the office said in the message, although it stopped short of warning of shots.
The official said the wording on such messages may have gone too far in some areas. Reuters could not reach city officials in Baishan. It was not clear if other cities issued such warnings.
China’s foreign ministry did not immediately respond to a request for comment.
ENTRY BANS Isolated and impoverished North Korea has imposed strict entry bans during past global epidemics, including a 2014 ebola outbreak.
North Korea has not reported any coronavirus cases, but experts say its measures in recent weeks go beyond those it took previously.
North Korea moved quickly to restrict travel and trade from China, where the coronavirus emerged late last year.
The coronavirus has infected more than 80,000 and killed more than 3,000 in China and is rapidly spreading around the world.
Most flights and trains in and out of North Korea have been restricted, foreign diplomats in Pyongyang were quarantined for a month, and authorities have cracked down on cross-border smuggling.
South Korea, separated from the North by the heavily fortified Demilitarized Zone (DMZ), has reported nearly 6,000 cases.

It is unclear how much trade continues, but sources who work near the border have said much of the official and unofficial trade was affected. Activists who work with North Korean refugees trying to leave through China said the border lockdown has made an already dangerous journey nearly impossible.
“At the border crossings, personnel in charge of inspection and quarantine are discharging their duty in a responsible manner to completely keep the virus from spreading to the country,” the North’s state-run Korean Central News Agency reported last month.

2020/21 UEFA Nations League draw: England with Belgium, Germany & Spain together

With the help of celebrity attendees such as Rafael van der Vaart, Philippe Senderos, and David Seaman, the draw for the 2020/21 UEFA Nations League is complete.
Taking place in Amsterdam, England saw a friendly draw, avoiding the likes of France, Spain, Germany, and Italy as the Three Lions were placed in Group 2 alongside Iceland, Denmark, and Belgium. Group 4 seems the most difficult off the bat, with Spain and Germany as well as Pot 1 members Switzerland. Poor Ukraine.
The format this time around has been tweaked to balance out team numbers and change rewards for good performance from Euro 2020 qualification to a path towards 2022 World Cup qualification. Here’s a rundown of how it works:
  • The group stage will take place between September 2020 and March 2021.
  • There are no guaranteed World Cup places handed out in the Nations League, but there is a slight boost to one’s chances for a solid performance. Of all the group winners who do not qualify directly for a World Cup place through traditional means, the top two will earn a spot in a 12-team playoff alongside 10 other teams from World Cup qualifying.
  • Any team that finishes top of its group will be promoted to the next League. Any team that finishes bottom of its group will be relegated to the previous League.
  • Group winners from League A will be placed in a semifinals draw, with the semis and finals to be played in early June 2021 within a “host nation” selected from the four remaining countries. The finals are essentially just for FIFA seeding, with little else on the line other than the trophy.
  • Teams that were meant to be relegated in the inaugural Nations League were not actually relegated thanks to the reshuffling that saw uneven numbers of teams wiped out to avoid countries still having to play occasional friendlies. The reshuffling now sees an even 12 countries in all of the top three leagues, with the remaining seven in League D.

    'Love you beyond description': Bindi shares touching post for Steve Irwin's birthday

    The family of Steve Irwin, the wildlife expert who died in 2006, shared heartfelt tributes to him on what would have been his 58th birthday.
    His daughter, Bindi Irwin, addressed her Instagram post to her dad, sharing how she was spending the day in his honor: She went on a hike with her brother, Robert, to their dad's favorite mountains and watched one of his documentaries with her fiance, Chandler Powell.
    "Dad, Today is your birthday," she wrote. "I had an extra strong cup of tea just how you liked it. I hugged Mum for you and told her how much we love her. Robert and I went on a hike through the mountains you cherished. I watched one of your documentaries with Chandler and shared stories about you. I walked through your office in the zoo and smiled at our old family photographs."
    The zookeeper and television personality died after a stringray struck him in the heart in 2006. 
    "Today and every day I miss you and love you beyond description," Bindi finished the caption. "You’re always with me."
    Bindi's mother, Terri, shared a series of photos of Steve with his family on Twitter to honor her late husband.
    "Today would’ve been Steve’s 58th birthday," she wrote in the Tweet. "While my heart aches missing him every day, I’m determined to celebrate what he loved the most.     Fed’s Move Puts Global Stimulus Baton Back in China’s Hands

    (Bloomberg) -- The biggest shock to the world economy since the financial crisis is stoking expectations that China will ramp up stimulus with interest rate cuts, cash injections and more support for struggling companies.
    Until now policy makers in Beijing have focused on containing the virus and avoiding the kind of all-out splurge stimulus that marked previous economic crises. Record levels of debt have kept the policy response disciplined along with the reality that rate cuts don’t fix supply chains.
    There’s also been an urgent push to get banks lending to smaller and medium sized companies.

    Their options include trimming requirements on the amount of cash banks need to hold as reserves.
    The PBOC will likely continue to trim the interest rate of one-year medium-term loans in March, lowering it by another 10 basis points, according to 28 analysts and traders in a Bloomberg survey conducted Wednesday. That would be after a cut in the rate of the same size last month, and could then lead to a 10 basis point reduction in the de facto benchmark loan prime rate, they said.
    Officials have also said they’re reviewing the benchmark deposit rate, a move that could lower banks’ funding costs. On the fiscal side, a bigger deficit and more bond sales are likely to shore up infrastructure spending.
    “Long gone are the days where changes in the Fed policy stance alone could steer global growth,” said Frederic Neumann, Hong Kong-based co-head of Asian economics research at HSBC Holdings Plc. “With challenges like the coronavirus outbreak it requires both China and the U.S. to deliver a punchy stimulus.”
    Signs that factories and workers are returning to full production and consumers are spending again as the virus infection rates stabilize may mean the worst is over in China.

    Yet it’s also clear that if China wants to meet an expected growth target for this year of around 6%, more stimulus will be needed. Even a lower target will still require a mix of tax cuts, spending and lower rates.
    While there are signs that progress is being made on getting the nation back to work, the process is slow and may take many weeks yet to complete.
    Other economists continue to lower their China growth forecasts. The Paris-based OECD this week slashed its global outlook and warned a recession is possible.
    Virus Pushes Global Economy Toward First Contraction Since 2009
    While total debt has soared over the past decade, central government borrowing remains low and the PBOC has probably more room for maneuver than any other major central bank.
    As well as trying to help companies across the nation, the central bank and regulators are attempting to aid businesses in Hubei, where all economic activity is still basically stopped as many people are not allowed to leave their houses. Banks were told to lend more to firms in Hubei and other affected regions, reduce the cost of lending, and refrain from withdrawing loans, especially from small firms.
    The PBOC has also kept liquidity plentiful and lowered interest rates of its medium-term loans to lift market sentiment.
    Not EnoughLocal authorities have been allowed to sell about 1.8 trillion yuan of special bonds to expedite infrastructure investment. Targeted cuts to taxation and social security premiums were offered to virus-hit companies to avoid massive layoffs.
    Some worry that may not be enough.
    “The problem with all these is that they cannot control the virus,” said Hao Hong, chief strategist at Bocom International. “And we don’t know whether people going back to work en-masse could make the virus relapse, even though it’s largely brought under control in China.”
    Ding Shuang, chief Greater China and North Asia economist at Standard Chartered Plc said near term measures may include an easing up on the war on debt by allowing credit to expand faster than nominal growth or by lowering money market interest rates and reserve ratio requirements for banks.
    Given China accounts for over 30% of world growth, any extra stimulus will be felt globally too.
    “The size of China’s economy in today’s world means it will always have an impact,” said Howie Lee, an economist at OCBC Bank in Singapore.

    China Opens a Coronavirus Bond Spigot, and Companies Rush In

    The coronavirus epidemic has sparked a bond bonanza in China, with financial institutions and companies rushing to sell debt at low interest rates.
    Since early February, more than 150 Chinese companies, including manufacturers, airlines and property developers, have collectively raised over 237 billion yuan ($34 billion) by selling so-called coronavirus bonds, which devote a portion of their proceeds to “epidemic prevention and control” efforts within the country.
    The pace of issuance has picked up as more companies have found they can borrow money cheaply this way. Average coupon rates on the new securities—which mostly range from 1.6% to 6%—have in many cases been lower than yields on comparable outstanding debt from the same issuers, according to Wind Info., a data provider.
    State-owned banks have been the main buyers of the virus bonds, according to market observers.
    “They are buying the debt that other investors don’t want to touch, helping to push down the yields,” said Jason Tan, a research analyst covering Chinese financial institutions at debt-research firm CreditSights.

Photo: aly song/Reuters In essence, state-owned lenders’ acceptance of lower interest rates amounts to a backdoor subsidy for Chinese companies, including many private enterprises. Purchasing the bonds enables banks to channel more liquidity to businesses that are reeling from deep sales declines, supply chain disruptions and other interruptions caused by the coronavirus epidemic. Despite their label, most of the coronavirus bonds’ proceeds are being used to refinance companies’ existing debt, which is helping them avoid defaults.
    Anti-epidemic bonds accounted for about 20% to 30% of total nonfinancial yuan bond issuance in February, according to a research report from Hua Chuang Securities, a domestic brokerage.
    As of Wednesday, 80,270 cases of the Covid-19 disease had been reported in mainland China since late last year. Of those, 49,856 people have recovered and 2,981 have died. Newly released Chinese economic data already points to a deep slump, and many businesses are facing labor shortages or can’t manufacture or sell their goods because factories are closed and logistics networks are jammed up.
    In early February, when the spread of the pneumonia-causing respiratory virus was accelerating in China, the country’s financial regulators said they would ease the way for affected companies to issue bonds. They pledged to grant faster approvals and greenlight the issuance of more corporate debt.

Photo: China Daily via Reuters Days later, a national supervisory organization that oversees China’s bond markets said companies in Hubei province, or in industries heavily hit by the epidemic, could get fast-track approval for what they called anti-epidemic bonds. Businesses nationwide that are involved in efforts to contain the epidemic—or that plan to use at least 10% of the funds raised to do so—would also qualify.
    This prompted a flurry of companies to sell short-dated and long-term bonds. Many of them are using the bulk of the funds for general purposes or to pay down outstanding debt; they say they intend to use some proceeds to fund activities like mask manufacturing, disinfectant purchases, or making donations to hard-hit communities.
    Huarong Xiangjiang Bank Corp., a small bank in the south-central Chinese province of Hunan, in February raised 200 million yuan by selling a one-year bond. It said it plans to make small loans to local hospitals and pharmaceutical companies. Even Hengfeng Bank Co., a troubled regional lender that last year received a government bailout, raised 1 billion yuan by selling an anti-epidemic bond.
    For coronavirus corporate bonds with a domestic credit rating of AA+, a category that many Chinese industrial companies fall into, coupons have on average been about 0.3 percentage point lower than comparable outstanding debt, said Zhang Shuncheng, a Shanghai-based analyst at Fitch Ratings. Fitch doesn’t currently rate onshore Chinese debt.
    BOE Technology Group Co., an Apple Inc. supplier that is a major producer of liquid-crystal display screens, last week raised 2 billion yuan from a sale of three-year bonds with a 3.64% coupon.
    The Beijing-based company said in a prospectus that it plans to use 300 million yuan to support a production plant in Wuhan, the epidemic’s epicenter, and new construction at the site. The rest of the money raised would go to its subsidiaries in other parts of the country.
    Shenzhen Airlines, a domestic carrier, raised 2.3 billion yuan from bond sales that will help it refund money to people whose flights were canceled, purchase epidemic prevention materials as well as cover its fuel costs, employee salaries and other maintenance charges.
    While the vast majority of coronavirus bonds have been sold within mainland China, global banks last week helped facilitate a sale of similar of “Covid notes” offshore.
    The Macau branch of Bank of China Ltd. raised 4 billion Hong Kong dollars ($513.2 million) from a sale of two-year bonds that were priced to yield 1.95% and a smaller sum in Macau’s currency. It said it planned to use the proceeds to help fund projects that would benefit small and medium-size enterprises in the semiautonomous city that have been negatively affected by the coronavirus epidemic. Banks bought more than 80% of the notes, according to one of the underwriters.

    Coronavirus spread from China. Now, China doesn’t want the world spreading it back.

    Then Wang, a 31-year-old waitress who had been working in the northern Italian city of Bergamo, came home to Qingtian county, west of the city of Wenzhou.
    She had developed a cough, headache and diarrhea about a week before the flight, but nevertheless went to Milan and boarded a plane for Moscow, settling into seat 22F. Traveling with five others from the same restaurant, she changed planes in Moscow and took off for Shanghai. This time, she sat in an aisle seat.
    When Wang, whom authorities have identified only by her family name, arrived in China, she was immediately put into quarantine. On Sunday, she tested positive for the novel coronavirus that causes the disease named covid-19. Seven others who worked in the Bergamo restaurant and flew back home were diagnosed this week, the Qingtian government said on its WeChat social media account.
    This is China’s new coronavirus challenge.
    Having largely contained the virus at home — the number of new infections reported each day has fallen to barely 100, almost all in Hubei province — China now faces the prospect of imported infections as the outbreak rages beyond its borders.
    China thought that once it had contained the epidemic, that would be the end of it, said Zhang Wenhong, director of the department of infectious diseases at Shanghai Huashan Hospital, affiliated with Fudan University. But now, more cases are emerging abroad than in China — and they’re starting to come back.
    “This is a bad sign and very worrisome,” Zhang told China News. “It will bring difficulties to China’s outbreak control.”
    China’s Communist Party appears mindful that other governments might lack the techno-authoritarian tools to shut down the spread like it did. Authorities are taking measures to prevent people who have traveled to new hotspots — South Korea, Iran, northern Italy and Japan — from bringing the disease back.
    The southern province of Guangdong, a manufacturing and export hub that borders Hong Kong, and the financial center of Shanghai have stipulated that all travelers arriving from severely affected countries must quarantine themselves for 14 days.
    Beijing, which already has a 14-day quarantine rule for all arrivals, explicitly singled out the four hotspot countries during a briefing this week. Two of the three new cases confirmed in Beijing on Tuesday were imported, one from Iran and the other from Italy.
    Zhejiang is particularly at risk of cases from Italy because the Wenzhou area has historical trading links with the European country, which has more than 2,200 cases and dozens of deaths. There are about 200,000 Chinese from Wenzhou and Qingtian living in Italy, most working in the restaurant business, the Zhejiang Daily reported this week.
    During the initial phase of the outbreak, Chinese citizens living in Italy donated 10,000 masks, 300 protective suits and 240 pairs of goggles to Wenzhou residents.
    As the epidemic evolves, Wenzhou residents are returning the favor. The Wenzhou Eyewear Industry Association sent boxes of protective glasses to Italy this week — with “Wenzhou per Italia” and a picture of the Leaning Tower of Pisa on the boxes.
    Likewise, the western province of Ningxia, home to many members of the Hui Muslim minority, appears susceptible to imported cases from Iran. Last week, two people returned from Iran to Ningxia with the virus, while Beijing found two people who had been in contact with one of the Ningxia patients were also infected.
    Chinese officials are in an awkward situation. Early in the outbreak, China’s Foreign Ministry lashed the United States for “overreacting” and “sparking panic” when Washington warned travelers against visiting China and evacuated its consulate in Wuhan.
    Now, Zhejiang authorities are telling their citizens abroad to “minimize” travel. Traveling is the easiest way for infections to be transmitted, so staying home is the “best form of protection,” the Qingtian local government said in a notice to overseas Chinese.
    “For the sake of your family’s health and safety, please strengthen your precautions, carefully decide on your travel plans and minimize mobility,” it posted on its WeChat account.
    But in Beijing, central authorities have been encouraging people abroad to come home, saying it “attaches great importance to the health of Chinese citizens” in countries such as South Korea, Japan, Italy and Iran.
    “If the situation in those countries worsens, the Chinese government will take further actions to help bring them back to China,” China Daily quoted Cui Aimin, director general of the Foreign Ministry’s Department of Consular Affairs, as saying.
    Concerned that its citizens will catch the coronavirus abroad, China has started evacuating people from virus-stricken areas.
    Two planes arrived in Hangzhou from Milan this week, and China sent two charter planes to Iran to collect citizens, since direct commercial flights have been canceled. The first arrived Wednesday in the city of Lanzhou, near Ningxia province.
    Priority was given to students stranded in the holy city of Qom, where the coronavirus infections are the most serious in the country, the Global Times reported. The remainder were employees or businesspeople.
    “Ninety percent of the Chinese I know in Iran want to go home now,” a Chinese man living in Tehran, named as Lao Qi, told the Global Times. “They are worried about the rapid development of the epidemic in Iran and the lack of strong anti-epidemic measures by the local government and the lack of awareness among the Iranian public,” he said.

    2020/21 UEFA Nations League draw: England with Belgium, Germany & Spain together

    With the help of celebrity attendees such as Rafael van der Vaart, Philippe Senderos, and David Seaman, the draw for the 2020/21 UEFA Nations League is complete.
    Taking place in Amsterdam, England saw a friendly draw, avoiding the likes of France, Spain, Germany, and Italy as the Three Lions were placed in Group 2 alongside Iceland, Denmark, and Belgium. Group 4 seems the most difficult off the bat, with Spain and Germany as well as Pot 1 members Switzerland. Poor Ukraine.
    The format this time around has been tweaked to balance out team numbers and change rewards for good performance from Euro 2020 qualification to a path towards 2022 World Cup qualification. Here’s a rundown of how it works:
  • The group stage will take place between September 2020 and March 2021.
  • There are no guaranteed World Cup places handed out in the Nations League, but there is a slight boost to one’s chances for a solid performance. Of all the group winners who do not qualify directly for a World Cup place through traditional means, the top two will earn a spot in a 12-team playoff alongside 10 other teams from World Cup qualifying.
  • Any team that finishes top of its group will be promoted to the next League. Any team that finishes bottom of its group will be relegated to the previous League.
  • Group winners from League A will be placed in a semifinals draw, with the semis and finals to be played in early June 2021 within a “host nation” selected from the four remaining countries. The finals are essentially just for FIFA seeding, with little else on the line other than the trophy.
  • Teams that were meant to be relegated in the inaugural Nations League were not actually relegated thanks to the reshuffling that saw uneven numbers of teams wiped out to avoid countries still having to play occasional friendlies. The reshuffling now sees an even 12 countries in all of the top three leagues, with the remaining seven in League D.

    Southgate hopeful on Kane, Rashford fitness as England draw Belgium in Nations League

    Tuesday's draw for the next Nations League saw England -- who finished third last year in the inaugural version of the competition -- come out in a group with Belgium, Denmark and Iceland in League A.
    Those matches will be played from September to November, with the four-team finals set for June 2021.
    "We enjoyed the competition last time, and the quality of the fixtures again shows how exciting this could be," Southgate said after Tuesday's draw ceremony in Amsterdam.
    England played Belgium twice at the 2018 World Cup, in the group stage and the third-place play-off, and lost both matches.
    They are also due to host Denmark at Wembley in a friendly on March 31. However, there are currently worries that game -- and the scheduled March 27 clash with Italy -- might be postponed or played behind closed doors if required to contain the coronavirus outbreak which has already caused the postponement of numerous sporting events worldwide.
    "We don't need to speculate at the moment," Southgate said. "I think we have to be adaptable and have to make sure that we are prepared for every eventuality, but as we stand we are trying not to get too worried by all the hype, make sensible decisions on hygiene and go from there."
    England cruised through qualifying for Euro 2020, in which they will play group games at Wembley and would also be at home in the semi-finals and final should they get there.
    However, loss of form to certain squad members -- not least the struggles of goalkeeper Jordan Pickford -- and injuries to Kane and Rashford are problems.
    It was feared Tottenham Hotspur striker Kane would not play again this season after having hamstring surgery in January, while Manchester United's Rashford is out with a back injury.
    "All I know is that both players have given themselves the best possible chance of being fit and available not only for us but for the end of the season for their clubs," said Southgate.
    - Martinez 'confident' for Hazard -
    "Obviously that is their priority, they have got to get back playing club football, then of course we are hoping both come through with no issues ahead of the summer for us."
    He added: "We have really good competition for places, but clearly we want to be going to the Euros with our best players and there is no doubt that Kane and Rashford would be in that category."
    Belgium manager Roberto Martinez was pleased with Tuesday's draw -- his team, who lead the world rankings, faced Iceland in the last Nations League and are already set to take on Denmark at the European Championships in Copenhagen.
    It is the approaching Euro itself which is at the forefront of his mind, and the Spaniard is hopeful Real Madrid star Eden Hazard will be fit to play in June despite needing an operation on a potentially season-ending foot injury.
    "I'm very confident. I think if the operation goes well I think Eden could finish the season with Real Madrid," he said.
    "We need to get the right treatment, we need to get a very good operation, and from that point I have no worries about Eden being back on the pitch very quickly."
    Meanwhile, with his contract expiring, Martinez admitted that he still does not know if he will be in charge of Belgium after Euro 2020 and by the time the Nations League comes around.
    "It's about the right answer, not when you give the answer," he said. "When there is something concrete about my position we will make it clear before the Euro so there is no distraction, but it will be a good decision for Belgian football."

    Roberto Martinez Says Eden Hazard Will Play for Real Madrid Again Before Belgium

    Martinez had previously put Hazard's recovery from a fractured ankle at three months, but he is confident Hazard will feature again for Los Blancos.
    Per Marca's Jose Felix Diaz, he said:
    "The recovery deadlines are impossible to determine because you have to see the operation and determine the deadlines from there.
    "The first two weeks are important, but knowing Eden and how he's worked on other small injuries he has had, we are sure that we will have him with us [at Euro 2020].
    "We'll see him in Real Madrid's shirt before the national team's shirt."
    Hazard will undergo surgery on the injury in Dallas on Thursday, and Martinez said he is "very calm and very positive" ahead of the procedure.
    HLN's Kristof Terreur gave further insight into Real's decision to send him to the U.S. for an operation:
    The 29-year-old suffered the injury in Madrid's 1-0 defeat to Levante on February 22.
    He had only just returned on February 16 from an ankle fracture he suffered in November, which kept him out for 16 games.
    The Belgian was virtually always healthy during his time at Chelsea:
    In total, he has made just 15 appearances in his debut season for Real Madrid. In that time, he has scored once and assisted five goals.
    Reflecting on Real's 2-1 defeat at home to Manchester City in the first leg of their UEFA Champions League last-16 tie, Spanish football commentator Eduardo Alvarez noted their struggles in the final third in Hazard's absence:
    If he's to feature again for Real in La Liga this season, he'll need to return before their final fixture on May 24. The Champions League final is on May 30, but making it there doesn't look likely after their clash with City.
    As for Belgium, only Jan Vertonghen has more caps than Hazard's 106 and only Romelu Lukaku has more than his 32 goals.

The fifth annual She Believes Cup will get started on Thursday, March 5th as the United States take on England and Spain takes on Japan. Spain is a first time participant in the tournament but England are mainstays and Japan participated in 2019.
    These games won’t serve as the only tune-ups ahead of the 2020 Summer Olympics (if they don’t get cancelled) as the United States will also take on Australia (April 10th) and Brazil (April 14th).
    New United States Women’s National Team head coach Vlatko Andonovski and his team are coming off a successful Olympic qualifying tournament where they moved confidently through the CONCACAF region defeating Haiti, Panama, Costa Rica, Mexico and finally Canada.
